What illness did the late Petra Kelly [the German Green politician] have that gave her baggy eyes?

She had no known diseases. She was simply stressed, sleep-deprived, and unhealthy. The baggy eyes will go away if you take care of your skin and overall health.

I will mention one condition simply because I had it and was plagued with puffiness under my eyes and of the eyelids themselves until the condition was discovered and treated surgically: congenital hydronephrosis.

This is when a ureter, the tube leading from the kidney to the bladder (one on each side), is kinked and urine cannot pass through. So it backs up, both in travel and in accumulation, recirculates through the body to the other kidney and (hopefully) normal ureter to the bladder and out. The build-up of fluid during this slow process can cause swelling, particularly around the eyes and eyelids.

I believe it probably still requires an IVP (intravenous pyelogram) to confirm a diagnosis. You can go here for more information:
