Answers:
lt sounds like an Allergic Rhinitis/Sinusitis.
The breathlessness when talking could be as a result of being on antihistamines and steroids (cetrinizine and rhinocortisone) for a prolonged period of time.
See an E.N.T.Specialist.You may need an injection of depo-medrol and/or a Maxillary sinus wash-out.

Other Answers:
chronic food allergy resulting in excessive mucus is one possibility.
could be asthma or some other breathing problem. Your best bet (and safest) is to ask your doctor about the problems you are having. If your doc doesn't help, get a second opinion. If you don't have insurance, go to a free or low cost clinic.

Breathing problems could be serious or could be minor.

I had this several years ago and I had a deviated septum. I had my nose surgically broken and straightened and a sinus wash . It wasnt pleasant but cured the problem. I was on antibiotics nearly all the time. Ask to see a specialist. You are entitled to a second opinion.
