Ummm ok heres the thing with this one..it could be some bacterial infection..im not a doctor. But my advice to you is.If you dont wanna go to the doctor find some sort of rash cream at the store.or pharmacy.and use it.if the rash doesnt go away.Go see a doc no matter what the cost is.cause your life is worth the bill

It may be a simple allergy, or an inhibitive skin disorder. Consult a good dermatologist, and he would advise you furthrt.
It's rare for a guy to have a UTI(urninary tract infection) becasuse their urethra is longer than a females, but that could be it. If your peeing a little blood which is a sign of an advanced UTI, it's more than likely just a UTI. Antibiotics can clear that up no prob.
