HIV tests do not look for HIV itself. Rather, they test for HIV antibodies. So viral load is irrelevant becuase the antibodies should be present if HIV infection has occurred, even if the viral load has been suppressed by antiretrovirals.

HIV is extremely difficult to detect directly, because the slightest change in environmental conditions causes it to disintegrate. Viral load testing itself does not look for HIV viruses but rather for fragments of retroviral RNA.
