Can I get herpes by giving oral sex when he is not having a breakout?

I am dating a guy who has herpes. He was upfront and honest from the begining. We ALWAYS use a condom, even when I perform oral. I just wonder if that is needed when he is not having a breakout, for oral.

Also a condom isn't 100 percent effective in preventing herpes transmission because there is still skin contact which may cause disease transmission.

Yes-- You can get Herpes even using a condom, even when the partner is not having a breakout. There is no way to be 100% protected from any STD except for absolute abstinance. If your friend is not taking an antiviral routinely, the chance of a breakout and transmission is even higher.
