If people get gum disease and there gums have receded will they grow back?

You can row your gums to a certain extent. Im sure at some point in your life you scrapped inside of your mouth and although it did hurt a week later it was all healed back.
Gums can grow back but the affected area might be less than its original state.

They can grow back, at least to a great extent. The greater the damage, the less likely that it can grow back. Your dentist could answer that one a little more thoroughly. I'm thinking not.my dentist always tells me I brush too hard and if I continue to do that I can brush my gums away and eventually the roots of my teeth will be close to being shown! THEY JUST DON'T FEEL CLEAN UNLESS I BRUSH THEM HARD!
Tragically they don't grow back for the most part. If you have had a problem, and are worried about esthetics, caps on your teeth can make the gum situation look better. The caps themselves can make other problems though and will eventually fail and have to be redone.
