God I hope not!
The lesions you are referring to are Kaposi's Sarcoma, they can appear anywhere on the body including inside of the mouth. They are usually not tiny... In short, I think that this is no reason to suspect that you friend has HIV/AIDS.
If the spots dont clear up, tell her to see her doctor or any dermatologist.
You need to understand that most of the symptoms of HIV/AIDS occur due to secondary infection due to a lowered immune response.
The symptoms of AIDS are primarily the result of conditions that do not normally develop in individuals with healthy immune systems. Most of these conditions are infections caused by bacteria, viruses, fungi and parasites that are normally controlled by the elements of the immune system that HIV damages.
Therefore, getting a few spots on the face doesn't mean that you are infected with HIV.
However, if you had a risk of infection eg. unprotected sex with a HIV+ve or HIV status unknown person, or had a needle prick suspected to be contaminated with HIV, or an unscreened blood transfusion, its better to do the blood test for HIV and rest your apprehensions. Its a simple test and available at most labs/clinics.
