Why would a partially paralyed 67 year old man get black splothes on his legs?

They could very easily be a sign of diabetes or poor circulation. You need to get this person to the doc as soon as possible, if you wait too long some of the damage can be irreversible and in worse case scenarios loss of limbs if nothing is done to find out the cause of the splotches. I can't think of anything, but you haven't said where they are. (on the shin, on the calf, over the ankle etc.) You haven't said what the splotches look like. The look of them is important to determine the cause.
