No, at any rate that is even dangerous. Cortisone including ointments,creams etc are administered for other cases and never on the lips. By the way all the cortisone drugs as a whole are extremely pericolous,because of their multiple side effects. So why you just don't apply some cream,gloss,balm for lips..? Best of luck!

I use cortisone cream on my lips when I have a rash;I have atopic dermatitis and cannot handle citrus fruit juices on my skin. Using a lip balm alone is not recommended;some ingredients in lip balms aggravate rashes,so look for unscented,unflavored,
un-colored balms like Mentholatum Ice,or better yet,use Menthlatum Ointment over the cortisone.
You might want to bring this to the attention of your doctor;you may have a food allergy.

I've had atopic dermatitis for 40+ years;cortisone cream is not dangerous when used properly.Just do not take it internally(no swallowing the cream).I've used cortisone creams since childhood,before over-the-counter preparations were available.They are safe and effective when used properly!
