Try mucinex or some other over the counter gaufenisin. Take a hot shower or sit in a hot steamy room. Drink something hot. Find out the reason for the congestion.

I have that same problem, and believe me I haven't had a clear chest in the last 4 months, I even went to the doctor, got prescriptions for antibiotics, and a pump, and i'm still coughing, and congested. I don't smoke, but I lived witha smoker, these things matter. I now make him smoke outside. Also, whatever treatment you try, make sure you follow it up with lots of water, and get a albuterol pump.
Talking to your doctor about using nebulized medications like albuteral and something to help break up the secretions such as MucoMist or other inhaled medications of this nature would be helpful. If you do not have a strong cough due to muscle weakness of some sort, there is a machine called a "cough assist" which is extremely helpful in bringing up deep secretions.
