The Center for Disease control has done studies that show it is possible to contract HIV through oral sex. The membrane of the cheek is thin enough for the virus to enter the body through it.
Certainly the risk is higher for the person performing the oral sex, but theoretically the person receiving the oral sex is also at risk. While saliva does not carry the virus, it is possible for the person to have blood in their mouth (depending on the condition of their gums), which could then transmit the virus through the recipient's urethra, vagina, etc.
