Yes and there are several reasons. Diet, lack of health insrance, poor life style, genes I could go on and on. Its odd but it seems that that is the one thing we sem to always lead in.

It's not that African Americans are more prone to diseases. It's certain diseases that I guess are passed down through genes.
Blacks are more prone to diseases such as diabetes, which would likely be attributed to diet. I don't believe they are twice as likely to get diseases though, just higher. And lack of insurance and available health care has a big role in the statistics. I have also read that Black men are more reluctant in getting annual health checks. The health gap between Black and White women is far less than between Black and White men.
If you're talking about poor countries in Africa, then yeah thats probably true because of the poor quality of life (no clean water, no pesticides, no or low quality medical care, etc.).
But in America
It's not true that Black-Americans are more prone to diseases. It all depends! Obviously, Black-Americans have darker skin (more melanin) and their skin is better protected from the sun's UV light radiaton than say, a white person (who has less melain on their skin), thus they are less prone to various types of skin cancer. African Americans, however, are prone to diseases such as, HIV/AIDS, herpes, diabetes because, they are in the highest poverty category; which translates to less education (sex, in general), prostitution is highest amongst African Americans, including Hispanics, etc.. Thus, the spread of HIV from a black person to another is prevalant .In contrast, white americans are more prone to heart diseases and diabetes as well
Well I wold not say twice as likely or actually prone to disease. Although there are some sicknesses in the Black community that affects us more that it does with the White community, such as sickel cell animea, high blood pressure (could be caused by diet as well), diabetes (could be caused by diet), prostate cancer, and breast cancer.
HIV is also more common among black americans (but that does not mean we are the only ones who can get it.) Basically in American we atleast have some insurance to take care of these problems, but some are genetically linked like sickely animea, so there's no cure. For some odd reason, some insurances does not cover every single thing, so some treatments are considered blank pages.
