Why would you stay in a jacuzzi with someone jerking off? The answer is probably not, unless he was infected, and even then it would be a bit difficult, because the virus that causes HIV does not live very long once it leaves the body. Now, if he jerked off right into your open wound then maybe you should be tested.

HIV is spread if you come in contact with body fluids like semen and blood. If the jacuzzi is dirty and somebody before you went in and masturbated to orgasm, perhaps you might get it. Perhaps you might not. There is no way of telling if you came into contact with said body fluids in the jacuzzi, all the more if it is unchlorinated.To be sure, get yourself checked out for HIV if you're bothered by it so much.
NO-HIV needs direct body opening contact-jacuzzis are very safe as far as HIV transmission goes.
