No. But it can cause erectile dysfunction, lowered sperm count, and testosterone deficiency if you keep it on you lap for more than an hour a week.
I don't know about cancer - but I got nasty discolored skin on my thigh from holding my laptop in the lap. I guess it was a slow burn.

Now I put the laptop on a pillow in my lap.
