If you have a cold sore and you give someone else oral sex, there is a good chance you would give them genital herpes. In fact you can infect them when you do not have any symptoms - my boyfriend had no cold sore when he gave me oral sex and I caught genital herpes, though he did get regular cold sores.
The chance is much lower - highly unlikely - if they already suffer from cold sores themselves, as their oral infection will provide them with antibodies to prevent them getting the virus again genitally. Very rarely it can happen though, so it is such safer to avoid giving oral sex when you have a cold sore.

Yes the possibility of you getting herpes if you have sex while you have a cold sore is great. The chance of you than having herpes yourself is great and herpes does not go away it becomes a chronic diseases. So you should not have sex while you have a cold sore.
