You could be afflicted with something my doctor calls contact dermatitis. It is an allergic reaction to something you touch, but the reaction occurs in another part of the body.
For example: My mother is allergic to tomato plants. Whenever she'd go out and pick tomatoes from our garden, her face would swell. Did her face touch the plants? No, just her hands.
The good news is that over the counter Benadryl should help with the symptoms. But you should see an allergist to be sure.

it could be anything. Did you walk outside and brush your ankles across something. Could be anything. Just put some cortaid cream or benedryl cream. You can also take some benedryl internally to get rid of the itch.
I'm not sure but take a Benedryl and see if it clears up and then you will know it was an allergy and then you can figure out from what.
Hydrocortisone helps
It could be a tactile reaction to something as simple as a cat or dog rubbing against your ankles. Do you or any of your friends have pets that could come into contact with, say, fertilizer, flowers or grass that you may be allergic to? Just a thought. Benadryl spray or cream will help if it itches. Cortisone-10 cream, however, will relieve the itch and the redness. Hope this helps broaden your thinking as to what may be the cause! Good luck!
