Congestive heart failure (CHF) is a condition in which the heart does not beat effectively, which causes fluid to back up in the circulatory system. This backup of fluid can cause some of the fluid to leak from the vessels into the air sacs (alveoli) in the lungs, which would explain his difficulty breathing. When he lies down at night, the fluid in his lungs spreads out, blocking off more of the alveoli. He may find it easier to breathe if he sits up, or at least elevates his head and torso to more of a reclining position rather than lying flat.
The doctors may prescribe a fluid pill like furosemide (Lasix) or hydrochlorothiazide (HCTZ) to remove the excess fluid that is backing up.
The best thing he can do is follow his doctor's orders, take good care of his diabetes, exercise moderately (according to Dr's instructions) and watch his diet.

it could be bad but usally they give them medications to help get the fluid off.the hreat cant pump well and fluid builds up.like starting usally in there ankles.they swell up.however my father has this and gets it and it goes away after awhile.
My dad was diagnosed with congestive heart failure because he had a lot of swelling in his legs and feet. We took him to a cardiologist but his heart was fine.
After going to many doctors, he was referred to a nephrologist (kidney doctor) and it turned out he had benign cysts in his kidney. They put him on a very strong diuretic and the swelling came down after a bit.
I cooked for him for over a year using no salt. I substituted herbs, garlic, onion, and cayenne. The swelling went away and never came back.
