How am i supposed to get rid of goosebumps on my arms?

Question: I already tried using hytocortysone, but it's not working. i get gosebumps all the time they are like permanent, and sooo annoying!!

you can stop being cold. when i get goosebumps i just rub my arms til they go away. but if they are so permanent that its annoying then maybe its not goosebumps?
