I am allergic to cats and if I come in contact with them, (even their hair left on a car seat) I break out!?

When I do break out, what kind of lotions or topical solutions work best in reducing the itching and the horrible rash/hives I get?

just use antihistamines.
You're most likely allergic to the dander the cat leaves with the hair. I don't think there are any lotions for this. Most people take internal meds to control these types of allergies. You truly need to talk with a doctor.
Take an oral dose of benadryl as well as the topical dose. Try to do it before the rash develops though as it won't be so bad. Try to stay away from cats and cat people from now on to keep it from happening again
I am also allergic to cats and other animals and in addition to oral meds when i get the bumps or rash from it i use Hydrocortizone cream
It is best to consult a doctor so that he can examine how severe your condition is and for him to recommend the appropriate medication for it.
