I would say for her to take Benedryl for the itching and start moisturizing ALOT! Vaseline on the feet at night covered by socks works really well.
Sounds like she has gout or an allergic reaction to something. Carpet, carpet cleaner, floor cleaner. maybe certain shoes, shoe odor powder, certain socks, maybe its from a certain food she is eating. I would try some benadryl and if it makes it go away you know that she is allergic to something.

Get her some Benadryl, and fast! The antihistamines in it might help her out a little bit, but be forewarned, it could knock her out cold for a few hours because of the diphenhydramine in it too (the stuff in sleeping pills).

Has she seen a podiatrist? She needs to see a specialist and not a regular physician. She could have a form of arthritis.
It sounds like she's tried all the usual remedies. I'll suggest that she keep her feet out of shoes as much as possible. Shoes create a swampy environment that breeds all manner of cooties that could be the source of her problem. A daily soak in epsom salt water will soothe her feet and perhaps help with healing. Eucerin makes a number of hypoallergenic creams that will help to moisturize the skin and help prevent cracking.Use one daily. Probably most importantly, exercise the feet. Poor blood circulation can cause/make worse any problems that exist--lots of flexing and rubbing!!
you should send your mum live in California so she can take a walk in sea water by the beach everyday, it is the best remedy for cracky feet and it is natural, i used to have feet like that and not for athletes foot 3 days in the beach normally takre it away but as it is soo badly in your mum then go live there lol, , she might have candidiasis, she should lower sugar and lactose consumption, or may be a sign of other metabolic problem, in that case better do a check up . might be a symptom for something like diabetes
