Some people get gray hair really really early, even in high school, maybe thats what it is, i dont know what else it could really be. haha sorry if that sounds stupid
If they arent too dense, you dont have to worry, most of us have a couple of hairs that lack pigmentation. Ever seen guys with a white spot in their hair? It's nothing unnatural. Though if there are lots of them, you might want to consult a doctor, and they'll tell you more, as it can be an abnormality of the skin.

Your getting hair on your arms because your probably growing, and sometimes even the darkest hairs in light look white or silvery. I don't think it's a big problem. You should shave it off but that would be worse.

Well, I'm not sure what it's called. Now that I think of it, I have a white-silvery hair on my top left arm about half an inch. I pull it off and it does come back. A lot of people have it. One of my friend had it on her cheek. Just ONE strand of hair, longer than the rest or it's by itself, usually not on the head. Also, my husband has one strand of a chest hair and it's black like his natural hair. Hmm, what is it?
