my guess is that you are sensitive to the high concentration of salt in the water and or a substance or chemical that may be present in it.Our oceans are no longer clean and you could be allergic to something like a toxin within it.and ocean water causes irritation on sensitive skin.Taking benedryl can help with easing the histamine release and or benedryl cream for topical application.Rinse off salt water immediately after swimming to remove surface irritants.
People around the world get hives for different reasons, such as wind, heat, dust, to name a few. It is a type of allergic reaction and can be developed over time. I suffered from hives for several winters and then finally went to my doctor's. He simply prescribed me these orange oval pills (sorry, don't have the name on me). They really helped so I suggest you go to a doctor to straighten it out. It's not a big deal, so you don't really have to worry.
Your skin is the largest organ you have on your body and it absorbs everything around it, gas, air, water, sweat, salt, chemicals, toxins. I take it this ocean is the Pacific Ocean? The only place I would trust to dunk my body in is where I can see the wildlife swimming in it. If it's good enough for them, it should be good enough for me. The lack of fish swimming in the waters should be a good indication of how clean the water is. To them, it's like air is to us. No fishes, no swimming.
Try the Carribean waters. You shouldn't have any reaction there.
