I am trying to find a site that one can ask medical questions. This would just be for asking about a surgical technique not diagnosis.

But if you are interested in learning about a specific surgical technique, just enter the term into a good search engine. Your best sources are medical schools, medical journals, and universities. Also look at the date (in medicine, something 5 years old is likely outdated) and the country (techniques are different in different countries).
