The ointment probably was too strong and irritated you. I know that sometimes putting moisture on part of your skin, then being out in the sun/heat, can cause redness and or something like a rash.
My suggestion is to dab on Neosporin with Pain Reliever frequently on your bottom lip and not rubbing it too hard. A cold cloth over it might help every now and then, followed by more Neosporin. I'm not a doc, so this is just my little suggestion since I have found Neosporin to clear up many things from cuts to burns to irritation.

i think you might be having an allergic reaction to something, possibly a chapstick that you used once or something... get that checked out asap...

This sounds like it might be impetigo which is a topical skin infection. This might require an antibacterial ointment. I think it's best to avoid putting anything on it until a doctor sees it. Maybe you can get in to see the doctor at the drop in clinic. I am not a doctor, but try not to touch the area with your fingers as you might introduce more germs and cause a bigger problem.
I do not recommend chapstick because I find it to be very drying; generally vaseline is a good lip balm. Good luck.
