It sounds like something I read about. The hair follicles can sometimes not get enough exfoliation or they can get to much. Kind of like on you face. If you wash to much then your pores and hair follicles get irritated and dry, causing bumps to form. But at the same time they can not get exfoliated enough and the dead skin cells can get backed up and cause something like an ingrown hair. To fix it you have to find something that works well for her body type. You don't want to scrub them to hard but you will want to scrub hard enough to get the dead skin off. One thing I have found that works for me is that after I have shampooed and conditioned my hair, i tie it up and get it off my back. Some times you can get pimples from the products you use in the shower. If you don't rise well, or use something heavy in oil or moisturizer, normal washing will not always get the products off. There are a lot of things that can be causing this on her. Try experimenting with her shampoo and conditioner. They may be the start of the problem. Then try other things as you rule out causes.

Sometimes those are either "White Heads" or "Milk Spots" as my grandma used to say. If they do not hurt her or bother her then I'd not worry but ask your Dr the next time she goes in for a visit. Which should be soon if she is 4 isn't she getting ready to start school next year?
This is either sugar or milk spots and i think it may be an idea just to have a quick word with her health visitor, what ever it is if she is fit and well in her self it is nothing to be over worried, good luck
Molluscum contagiosum maybe? Look it up on google images and compare...if it is this, they are a viral infection that kids catch from each other and they go on their own after about 6-9 months.
