From your description it looks like he must be having pleurisy or a muscular chest pain.It doesn't seem like a heart problem.Pleurisy is inflammation of the covering of the lung which can be treated with mere pain killers if diagnosed early.(Chest Ray). Later on this may complicate to a pleural effusion(excessive fluid between the coverings of the lungs) which can make matters worse. Muscular(strain/tear) can be similarly very painful and also skeletal pain(fracture ribs). They need to be diagnosed initially then treatment initiated. Both are potentially reversible conditions, so don't worry. A chest x ray is of prime importance to rule out anything else.Rarely a clot in the lungs can produce a picture like this but he would be more symptomatic.
Regarding the neck pain, again this could be spondylitis or a mere neck sprain.
Both are rather simple issues but only after other conditions are comfortably ruled out.
Visit to a doctor is the only way.

With these two symptoms together, I would suspect influenza, with the bad complication of meningitis. It could be very serious. Tell him you're not ready to live without a dad and take him to the ER.
