could just be bug bites, but let your mom take a look, and she can decide if you need to see a doctor.
You probably have in-grown hairs. They will look like little pimples and be itchy. Do not scratch or "pop" them. Give it a little time and it will go away. However, if it is not in-grown hairs, it could be anothe rmore serious rash or condition. You should ask your mother for help and/or to be seen at the doctor's office. You should see a gynecologist, not a pediatrician. There are lots of female gynos you can see. They see women with similar issues all day long and will be very understanding of your concerns.
You have pubic lice. It doesn't require sexual activity. More than likely got them from a public toilet seat.
That sounds like a yeast infection to me. Sometimes wearing a wet bathing suit for too long, or going a few days without showering (especially in the summer) will bring one on. Typically yeast infections are accompained by a white discharge, but other times they just start out with itchy red bumps. Chances are, it's nothing to worry about, but if I were you I'd ask your mom for some help, or to take you to a doctor.
