But keeping your resting heart rate somewhere in 70s-80s is really good. Yes the weather does have something to do with. When you go outside you get dehydrated, as a result your body pumps more and more blood. To keep your heart rate lower don't smoke and don't consume caffeine. But if you exercise you can lower your heart rate by maybe 15-20 points. Good luck
