Interesting question. Ukraine maybe because of Chernobyl. That nuclear accident resulted in a lot of birth defects. China - due to high levels of toxic water and air pollution -- but I doubt they keep statistics (in fact I know they don't). Or perhaps a country where cousins frequently intermarry. There are communities in Eastern Europe where this has resulted in a high rate of birth defects.
