These spider veins that you are seeing are
also called by other names: spider
angiomas, nevus araneus, or spider nevus.
Of and by themselves, it may not be liver
disease...it could be an increase in estrogen
(only for women). In this article, you can see that young children, and pregnate women may also have them. The elderly also can have
them.

Usually in liver disease, the first sign is
the yellowing of the whites of the eyes and
skin known as Jaundice. You can see this
the best in outside lighting using a mirror since
inside lighting can mask the coloring.
If you feel this may be cirrhosis, ask the doctor
to do "liver enzyme" and "liver function" blood
tests on you to be sure.

These spider veins may not mean anything at
all, but it is worth to be checked, just to have
the peace of mind.

I've never heard of that type of thing signifying liver damage? I heard that broken capillary-type of markings are from squeezing one's skin (like, to pop pimples). My boyfriend has them - and he's as fit as a fiddle.
Broken capillary veins can be a sign one is drinking too much alcohol, which can cause liver damage.
Spider angiomas can be a sign of End Stage Liver Disease, however, they are found on the upper trunk (chest usually) of the body. There would be many other signs of liver damage besides this, so if you aren't having symptoms such as your lab work way out of whack, plus other signs of ESLD, then I doubt that' what you have. In any case, you should see a doctor to find out for sure. Best wishes.
