Suntan won't go away?


Question:
One day five years ago I spent four hours in the sun and got a sunburn on the back of my neck. After the redness and peeling subsided, I was left with skin considerably darker than the rest of my body (I have Asian skin tone). I thought it would take a couple of months at most for it to go away. Guess how long it took: four years! Is this normal? Was this not a suntan at all but some form of skin damage? Or does the skin on the back of the neck just take longer to heal from injury?
