I would not trust an agency that determined paternity by this means. There are generally local agencies/labs (information available through your local hospital or family clinic) that will take an oral swab from your child and the possible father(s), keeping the samples in custody to complete the DNA profile.
I worked in a laboratory for 10 years, DNA by hair wasn't a method they use. There is alot of paperwork and legalities involved with that. Agencies will have the parties involved go to a lab, do swabs of their mouths, take pictures, etc. Hair samples are becoming more common with drug testing.
