If a person has bypolar and A.D.D. does this qualify them for disablity?

Not necessarily, it has to interfere with every day living. It also has to interfere with there ability to earn a living.
There are people who are ADD and Bipolar who don't have any trouble earning a living, and the disorder's don't interfere with their work. A physician will have to determine if the person can qualify for disability.
It depends on the severity and if treatment is successful. With treatment, some people are able to and want to work. Some aren't. Just make sure you have the support of your doctors before you apply. Their opinion makes a lot of difference. Good luck
