It could be something called an abscess. It starrs off as a bump, then you may notice that it fills up with puss. These can be common on anywhere on the body. Sometimes they will burst and drain themselve but if it doesn't you need to go to a doctor to get it drained. It can only get better if it is drained.

Do you shave it? It could be razor burn...put neosporin on it and you will be fine! Also, next time when you shave use conditioner instead of soap when shaving.

STD stands for Sexually Transmitted Disease, and if you haven't had any kind of sex (and that doesn't just mean SEX itself) then it is impossible for you to have an STD. However, those bumps probably mean something, so you might want to get them checked out.
