So I have extremely dry skin, not to mention this medicine I'm taking for my allergies, but my face is really, really, red. Not anywhere else, but just the face, and I don't think it's sunburn. And school pictures happen to be next week, and well, the flash from the camera makes it seem even redder. I was wondering if anyone happened to know of a way to lighten it up a bit...at least for pictures. Mom says if I keep on lotion for a long time that it'll lighten my skin up, but everytime I try, it never seems to make a difference.

Could be a skin condition such as roscea. What kind of lotion do you use? Might be an allergy soap or the lotion. Get your mom to take you to a dermatologist.
it sounds like you should go to a dermatologists. Try to you a mild cleanser such as cetaphil, it is over the counter and works great. it will not cause you to break out either.
Try putting chlorine filters on your shower heads. After about a week you will notice that your skin won't be as dry.
