Well I am sure he can. My husband used to inhale "tulio" ( a tool cleaner ) when he was a teenager and he did it quite often and we have 2 beautiful daughters.
He should probably be able to have kids, but might not be able to take care of them. Inhaling nitrous oxide causes brain damage, just the same as sticking your head in a plastic bag would (reduced oxygen to the brain). It lowers the amount of oxygen in your blood and that's where the feeling of euphoria comes from. That's an extremely dangerous thing to be doing and can result in death.
In the long term, if he is alright now and doesn't stop abusing nitrous oxide, you might find him with permanent brain damage. He could end-up in a nursing home for the rest of his life or dead.
I think the real question here is about whether or not you want to have kids with someone who abuses a potentially debilitating or deadly substance. That depends entirely on how you feel about having to raise kids by yourself and may also have to take care of your husband when/if he huffs himself into mental disability.
