Cool mist helps add moisture to our airways. It is used in the hospital for kids with croup. One of my instructors told the class a story about how he treated a croupy kid back in the dark ages (the 1970's ;) ) by taking the kid outside to breathe in fog. Cool mist is particulate water, drops you can see. It is used for croup, post-extubation, and airway swelling. Molecular water, humidity that you can't see, is used for nasal cannulas, babies, and mechanically ventilated patients. That's the kind of humidity present on humid days.
Another possibility is that the air is cool at the same time. Cooler air is denser and has marginally more oxygen in it, so you feel slightly better. The cool mist is a bonus.
