Any cures for catarrh in a 3 year old after a cold.chest was fine when doc checked but hes left with a cough?

This is post viral catarrh and there are no really useful treatments. I am delighted that you appear to have one of the better quality doctors that know this and have advised you accordingly.

If however the problem is prolonged or recurrent then the asthma diagnosis you seem to already be trying to avoid may be the problem.

i would think about getting him checked over again if he is bringing up green mucous, that could be a sign of infection. if in doubt get him checked again.
