I don't know for sure whether smoking causes acne or not but I can tell you that when I stopped smoking my skin cleared up tenfold. Besides, whether smoking does cause acne or not it causes far worse things than bad skin. That was my incentive to give up anyway. ;-)

no, in fact is quite the reverse. The chemicals in the cigarettes plugs up the pores and inactivates the acne stimulating agonist from making acne. It's a very simple concept.
