Your dog can't infect anybody with rabies if he/she doesnt have it in the first place, and since your dog got the rabies vaccine, he/she does not have rabies...you would know if it had it, since it would become violent, seizure-prone, and desperate for water. And no, with regular vaccinations, your dog cannot transmit rabies; thats the whole point of vaccinations.
as long as the dog is vaccinated it can't have rabies and therefore cannot give it to anyone. but you can be sued for everything you have because of the dog if it bites someone, suggest you buy a muzzle for it.
Yes, it is probably safe. Although the rabies vaccination is considered to be only about 85% effective when given to dogs, the number of rabid dogs is very, very (very!) small.

You will see the number of dogs with rabies is indeed very small. Since your dog is vaccinated, he is probably safe!
