if you are speaking on the Celcius scale, that is elevated, normal would be 37

If you're talking about body temp, and it's Celsius, yes it's high take some paracetamol!! If it's body temp and Fahrenheit, you're dead...
If it's Celsius and weather, then it's VERY hot. If it's Fahrenheit, it's VERY cold! Freezing temperature for Celsius is 0 degrees, boiling is 100 degrees - for Fahrenheit freezing temperature is 42 degrees, boiling is...um. :D

Depends in relation to what and in what measurement.
In degrees Centigrade or Celsius it would be a very hot day, or a luke warm bath.
In Fahrenheit that is well below the freezing point of water.
In Kelvin that is just above absolute zero, or the point at which oxygen, hydrogen etc become liquid.
One other thing, that is 1.5 degrees above the temperature the human body operates at.

yes. if this is the child u were asking about giving calpol then u should be giving it to reduce temperature also sponge them down with cool water or put cold flannel on head according to age. if temp rises too high kids can suffer a febrile convulsion. hope they are soon better.
