From my name u can prolly guess im in mexico. but for seomreason even if i lay out in the sun i have a part of my chest that refuses to tan I tihnk it may be abitrth mark that i just didnt realize i had, i thought it could be dead skin that just had not peeled yet but rubbing sand made sure that wasnt it. i was just wondering if anyon has had a similar problem in the past and might know how to treat it or if its not worth treating.

It sounds like it's just a part of your skin that doesn't respond to melanin, the pigment in your skin that gives you color. I've know this to happen to several people. There's really not anything you can do about it, sorry!
you are part albino.
It is not worth treating because it is probably scar tissue or a birthmark. You do want to keep an eye on it if it is a birthmark because they are susceptible to skin cancer.
