I assume you mean the (US) National Cancer Institute which is part of the National Institutes of Health in Bethesda, Maryland.
It's a top research facility and I know two people who are being treated there right now for my sons type of cancer. They do a lot of cutting edge medicine, but it is almost always experimental . . but free.

My opinion is one of great respect. What the overwhelming majority of people do not understand is that in order to find new and effective medications that might lead to a cure for cancer or any disease . . that real people (including children) need to place their life on the line. New treatments and medications do not just spring out of the ground . . patients must be experimented on to see if they work or not. It is this type of research that advances medicine as it is scientifically documented evidence that hopefully will prove the effectivness or not of any medicine or type of treatment.
This is the type of facility in which chemotherapy, radiation, new surgical techniques and other types of treatment are first tested on human patients. All cancer treatment available today went through human trial and error testing for acceptable safety and effectiveness against tumors. In order to find that those combinations that might work a great many patients must be experimented on first . . those are the ones who helped build and establish current protocols and treatment, they are the unsung heroes who came before. And they will never receive recognition for the part they played.
Actually that is a private organization. I've walked by it...it's on the same street that goes by NIH but have no idea about what they do.
