Any type of cream for a yeast infection will work, or something for athlete's foot. You have a yeast type infection there, like jock itch or diaper rash.
Get some cortizone cream.
I'd wash it with just luke warm water (oatmeal soak) - and put some medicated gold bond powder around the area - it's a breeding ground for bacteria
it's likely a heat rash - so apply some topical benadryl cream-
Take a benadryl tonight before bed (or if you can today)
and just keep the area clean - if it doesn't go away I'm afraid you could need an antibiotic ointment - so if it doesn't get better or worsens an MD is in order - if you have one sometimes just a call they offer suggestions -

new clothes
eat a food you normally don't

Check the things Kelly E said. It sound like the same thing as jock itch. Caused by heat and moisture. Tight clothing rubbing against it or cutting off air circulation aggrevates it. KE is right about using cortizone cream and once you get it under control, use a powder like Gold Bond to control moisture. I sometimes use a hair dryer after a shower to make extra sure it is dry.
