It is not caused by garbage - in Kerala it started in some of the cleanest places.
It is not caused by Mosquitos - In Cochin full of mosquito, we have not found a single case.

Chikungunya fever occurs in both sporadic outbreaks and large epidemics in Africa, the Indian subcontinent and Southeast Asia, particularly the Philippines, Thailand, Cambodia, Vietnam, Mauritius and Sri Lanka. The virus is transmitted by the bite of mosquitoes, mainly the Aedes aegypti and other Aedes mosquitoes. Of the indigenous population it appears to affect mostly those between about 5 and 9 years old.
It is said to affect thousands of people throughout the world every year but the WHO do not offer figures. If they did they would be official statistics and almost certainly a gross underestimate.

It's caused by the Chiken Gunya virus and it's transmitted by the Aedes aegypti mosquito. There are several different varieties of Aedes mosquitos. If there have been no cases on Cochin, perhaps it's because there are no Aedes aegypti mosquitos. And no, it is not caused by garbage. Maybe you should be posting in YouQA.com s India. I would think there would be more current information there. After all, this disease is showing up as a problem in India, not the U.S., so why are you asking us?
