I have a scar on the head of my penis (covers half of left side) and run a bit below as well. My shaft is quite dark as is the birthmark but the rest of the head is quite white compared to shaft. Is this birthmark from circumcision?

It sounds more like you had a birthmark on your penis/foreskin at birth. It is not uncommon.
A circumcision scar is normally about an inch or so below the head and runs like a thin band all the way around the circumference of the shaft of the penis.
