I'm not a nurse, so please don't take this as a diagnosis, but it sure sounds like ringworm to me. Has your sister been around any animals . maybe stray ones, or maybe one of her animals that has been outside?
It's gross to say, but I had ringworm once. I bought a cat from the animal shelter and immediately took her to the vet. Somewhere between getting her and going to the vet, I got ringworm. It looked like a dime size red ring with little dots, just as you described. There were some red dots in the center also, but not as dark and defined as the ones in the ring. Anyway, my Dr. gave me some sort of cream Rx and it went away.
You might want to look ringworm up on the PC...maybe you can find a picture to see if it looks the same.

It sounds to me like ringworm. I had it once as a child and thats how I remember it.
Could be ringworm. Go to see a doctor or show your Mom.
Tinea Corporsis...Ringworm. It's a fungal infection. It doesn't have anything to do with worms. She should be seen by a doctor in order to get an antifungal cream.
It's contagious as well.
