For males, cancer incidence rates range from 493.8 per 100,000 in Tasmania, Australia, to a low of 59.1 in The Gambia.
However, this is all cancers. The incidence of cancer in Australia is highest because of skin cancer, whilst it is lowest in the Gambia probably because people die of other things at an earlier age, or there are very few doctors to make a diagnosis.

As you can see China does have the lowest rate of some cancers, but Japan has some of the highest. I'm sure that diet does play a role in the development of cancer, but I'm not sure that a high soya diet is the answer to a cancer cure.
By population it would be either China the US or Russia but probably the US the least being the Vatican State City
