Every ailment is treatable and recoverable in general. However, it depends on several other things, including the stage at which it was diagnosed and manner of treatment.
It is both, but not everyone recovers completely from Hepatitis B (I'm assuming that was a typo). The good news is that it's not an easily transmissible disease--you need blood-to-blood or bodily fluid exchange. Still, you don't want to get it.

Most people do recover, but 5-10% will develop a chronic infection. These can be treated with antivirals and interferon and some of them will clear the infection. Some will not, and it can cause chronic liver disease. IIRC, small children and infants are especially at risk of becoming chronic carriers.

There is, however, a hepatitis B vaccine. It's three shots spread out over about a year. If you are not vaccinated, it's not a bad idea to think about.
