There are two main reasons why they don't transmit diseases like HIV.

1. Mosquitoes digest the virus that causes AIDS.
2. Mosquitoes can not ingest enough HIV particles to transmit the virus.

Mosquitos are able to carry certain diseases (yellow fever, west nile) they are not able to transfer the aids virus however because they are different viruses and mosquitos don't have as much blood contact as a needle would.
